House OKs Bill to Clear Up Out-of-State Manufactured Home Taxation
HARRISBURG – Legislation that would help clear up confusion regarding ownership titles of out-of-state manufactured homes cleared the Pennsylvania House of Representatives on Monday, according to the bill’s sponsor, Rep. Tedd Nesbit (R-Mercer/Butler).

“Since manufactured homes are not affixed to property in Pennsylvania, the issue regarding taxation and titling can be complicated, especially if that home has been constructed or moved into the Commonwealth from out of state,” Nesbit said.

Currently, the ownership of manufactured homes is documented through titles, but owners pay real estate property taxes, based upon where the homes are anchored. Those taxes are shown on a tax status certification from the Tax Claim Bureau of the county where the home is situated.

If a manufactured home is brought into Pennsylvania, state law requires tax certification documents from the home state in order for the transfer to take place.

Nesbit explained that because taxation laws are not the same in other states, acquiring a tax certification from the tax authority where a home may have been previously titled may prove difficult.

Nesbit’s House Bill 783 would exempt homes which have not been previously titled in Pennsylvania from the tax certification requirement from the previous states.

The legislation now goes to the state Senate for review.
